Once you reach step (4) on Past the girl in old Rococo asks you for flower seeds.

If you haven't got them in the Forest in the present, you can also get them from the Forest of the past, from the same spot.

Equip the Seed and talk to her again.

Back in the present, in Rococo you will see many spots with blooming flowers.
