Once you reach Step 23 in Main Quest, Sewers, you can return the the Village on the southern island. The village is plagued with a heat wave and subsequently with a drought.

If you reached level 19 already, you can learn Weather. Build one and equip it. Back in the village, use it. Then talk to the Elder. The chests in his hut now contain Celtis 3 and Laser 1 ready for you to collect.

If you leave the village, without turning the rain off by using Weather again, a storm cloud will hover over the village on the world map.
