After Valcano Island

1. Return to Rococo. The moment you enter your house, you'll be arrested.
2. Police Station: Equip the Surprise Horn and honk. Before the officer enters the cell, equip Change.
   Talking to any office at this point will get you arrested again.
3. Return to your house and talk to Carl. He'll wait for you at the Sewer Entrance to show you a secret way through the Sewers to the Mayor's house.
4. Sewer Entrance: Talk to Carl, then push up.
5. Sewers 1: Go through Mouse Hole (north of 4) to Sewers 3.
6. Sewers 3: Get the Key (1) to open locked door (1).
7. Sewers 4: Get the Key (2) for the locked door (1) on Sewers 6.
8. Sewers 6: Leave the sewers into the courtyard of the Mayor's House.
